[1] Announcement

Hartlepool & District Motor Club will organise a Clubmans autotest and PCA on 25 August 2018

at Middleton Grange Shoppers Car Park 26 Middleton Grange

By Car Hartlepool is reached from the A19 North via the A179 and from the South via the A689

– follow the signs for the Town Centre.

[2] Jurisdiction

This meeting will be held under the General Regulations of the Motorsport UK (incorporating the provisions of the International Sporting Code of the FIA), and these Supplementary Regulations including any written instructions that the organising club may issue for the event.

[4] Eligibility

The event is open to all fully elected members of Hartlepool & DMC, Stockton Darlington, Wickham, Whitby, Wigton & DMC’s, Northallerton, Durham AC, MGCC, York MC & Ripon MSC & West Cumbria Motorsport Club Ltd.

Membership to Hartlepool & DMC is not included in the entry fee. All vehicles must comply with Motorsport (UK) technical regulations.

Note: J5.17.2 Cars must be fitted with silencers. All cars may be subject to a noise test, a requirement of the landowner.

[5] Championships

This event is a round of 2018 Club Championship

[6] Scrutineering/Programme

Scrutineering starts at 08:30 on 01 August 2018 at Middleton Grange

08:30 Scrutineering.

09:00 Final signing on (anyone not signed on, on time will be excluded).

09:15 Drivers Briefing.

The test in progress at 16:00 will be the final test.

Any changes to times will be notified in the final instructions.

[7] Event Start

The event will start at 09:30

Nature of Start: Self Start Beam Break or stopwatch. Handicapping Details: none

Any competitor not signed on by 09:00 may be excluded

[8] Description of Event

Held on a Public Car Park with a sealed surface and surrounding access road, there may be breaks in the surface. Car Parking charge meters may be an obstacle. Two test sites may be laid out. Members of the public are not allowed on site and may view from the gallery above. At least three runs will be available for each test. All times counting toward final penalties.

All other general regulations of Motorsport UK apply as written except: -

Definition – Fastest Clear Time – fastest correctly traversed test with no cone, line, or boundary penalties.

M13.4 A vehicle may be entered more than twice by different driver’s sharing responsibility.

M.4.2 Pylons may be less than 1 metre high. Pylons joined by barrier tape count as one pylon.

M.17.1 Vehicles need not be taxed or registered as the event takes place wholly on private property.

M.7C Maximum penalty is fastest clear time in class (P209) plus 20 seconds.

M.7C Fastest clear time in class (P209) plus 20 seconds for a W.D.

M.7 D & E Penalties are 5 seconds per fault for pylons, lines and boundaries. An additional penalty for wiping out the timing gear, as M.7C

The maximum size for the timed test sites is 200m by 200m.

Test diagrams will be issued early with the Final Instructions at the organising officers digression. On the day of the event.

All marshals are judges of fact, that means that they can only report what they have observed. Any competitor queries MUST be addressed to the Clerk of the Course or scoreboard official.

IMPORTANT:-Competitors and family/friends are NOT PERMITTED ON THE TEST AREA ONCE THE TEST IS LIVE, only exemptions are competitors in the queue to start the test seated in his/her vehicle and the competitor completing the test. All persons on site must have signed on at control

From the Blue Book:-

13.2. Passengers are not allowed to be carried in any timed test except in a Production Car Autotest.

16.8. Tyres from List 1b are not permitted. Test diagrams will be issued when signed on.


The following classes will apply: -

  1. Mini Variants (prior to 2001, Specials. Caterhams / Strykers, Kit cars, sports cars.

  2. FWD Saloons

  3. RWD Saloons.

  4. Sports Cars hood up

  5. PCA - (Physical intervention by the passenger is not allowed, a penalty of a test maximum will be applied to each non- compliance.)

N.B. – Any car with “Hood down” will compete in Class A otherwise classed as D.

Where a class has less than three entries, cars will be amalgamated into appropriate classes.

[9] Vehicles Starting Positions

Personalised numbers now deleted. Seeding is by class order. Classes alphabetically then PCA. Within each class entry received order in reverse. Shared cars may intercept where appropriate.

[10] Practicing Requirements

Practicing will not be permitted either within the arena or the public area.

[11] Identification

Identification numbers will not be required by the organisers. Where competitors have personalised plates, they may be used.

[12] Pits Area

The service area will separate the two test sites. Parking for trailers will be set aside. A limit of 5 MPH is imposed within the service area. Extreme care must be taken during movements.

[13] Judges of Fact

All Marshals are judges of fact, that means that they can only report what they have observed and are identified by Hi-Vis clothing. The Clerk of the Course will be made aware of unauthorised practicing, driving standards, showboating, speeding outside of the test area.

Video footage remains the property of the Clerk of the Course until released at the end of the event.

[14] Television Coverage

Television coverage is not expected.

[15] Awards

Awards will be presented as follows: -

First overall. - An award (Awards are perpetual) First in class. - An award

Second in class. - An award

Third in Class. - An award (subject to six entries in class)

A competitor may not be awarded more than one trophy, the net in line in class will be awarded

[16] Entries

The maximum entry for the meeting is thirty and the minimum is ten. Should any of the above figures not be reached, the organisers have the right to amalgamate classes or cancel the event.

[17] Entry List

The entry list opens on publication of this document and closes finally on 23 August 2019 at 09:00. Late entries may be accepted at the organiser’s discretion.

Club Championship contenders will be advantaged by paying at least one week before the event.

[18] Entry Fee/Refunds

The Entry Fee is £ on the day

New entries must be made on the 2019 official form (attached) and be accompanied by the entry fee or by arrangement.

Refunds are generally given as we would like to retain your support but may not include the membership amount unless otherwise agreed.

[19] Refusal of Entries

We try to accommodate all entries and will only refuse for extreme reasons.

[20] Additional Entry Information

Please identify car sharing and under 18 years of age entries.

[21] Nomination of Drivers

Changes can be made up to the point of the drivers Briefing.

[22] Postponement/Cancellation

In the event of cancellation, competitors will be informed by, email, social media and, or telephone.

[25] Results

Results may be available throughout the event via the web site; winning competitors will receive awards during the post event meeting. Finalised results will be posted on social media and email in .pdf format.

[26] Protests

Protests must be logged in accordance with Section C.

[27] Parc Fermé

Security cannot be confirmed; crews should be aware that tools and equipment should be securely stored when not in use. Hartlepool and District Motor Club and the landowner does not accept responsibility for any losses incurred by crews.

[28] Other Requirements/Information

Areas outside of the site has normal public access, please have respect for public. There will be food vendors within Middleton Grange Shopping Centre.

There are toilets within the Centre.

The Club may have a limited supply of cold drinks and sandwiches and crisps available to marshals and competitors free of charge, but cannot guarantee that they will always be available.
